Ninjutsu Inscription - Dazzling Evilbreaker is a great light cone for Erudition characters who can be built with Break Effect and those who can spam Ultimates to take advantage of the Raiton effect.
Most characters can benefit well from the Advance Forward since it gives them more turns. Erudition characters that don't scale or use Break Effect in their builds can still use this but the increased Break Effect will be a waste.
Is Ninjutsu Inscription - Dazzling Evilbreaker Worth It?
Amazing for Rappa
Ninjutsu Inscription - Dazzling Evilbreaker provides Rappa with a lot of Break Effect and allows her to Advance Forward herself thanks to the Raiton effect. This goes well with her kit since she scales with Break Effect.
Rappa can easily use the Raiton effect as well since she uses Enhanced Basic ATKs after using her Ultimate.
Should You Pull?
Ninjutsu Inscription - Dazzling Evilbreaker provides Erudition characters with a bunch of Break Effect and allows them to Advance Forward themselves through the Raiton effect. This is great for characters who scale with Break Effect.
However, this Light Cone only excels for characters who scale with Break Effect in their kit or if they can easily use the Raiton effect. If the character doesn't scale with Break Effect, other Erudition Light Cones would fit better.

Jade should definitely be listed under potential benefactors for this LC. Being able to cast her ult earlier to enhance her FUA's and enabling a break playstyle for her is decent. But the real value is that she and serval make the best use of the Raiton effect to advance forwards while performing their basics, in this case Raiton will significantly improve her ability to build stacks of her talent with her blast basic.
