Since Phase 2 of Version 1.6 has started, you can now get the free Dr. Ratio through the mail! Simply log into the game and claim him from your inbox. Note that you can only claim Dr. Ratio until Version 2.1.

Once the time is up, you can no longer claim Dr. Ratio through this way.
