After responding to Liangmu, go to where the package is at Central Starskiff Haven.

Honkai Star Rail - Tale of Woe - Step 2
Progress through the dialogue and you'll send Bailu a message. Once done, proceed to meet Bailu to open the package you received.

Honkai Star Rail - Tale of Woe - Step 3
Talk with Bailu and give her the package. You both will read the letter and she will end up angry at Liangmu. This marks the end of this Companion Mission!
