You can only obtain this mission if you decide to side with Clara in Rarely Affectionate (Part 2). You will obtain this quest after a server reset.

Mission Walkthrough

Quest Walkthrough
1 After a server reset, Clara will message you to see Pascal's progress. She wants to meet at Rivet Town.
2 Go to the Tempering Workshop in Rivet Town and meet Clara. You find that she is performing a checkup on Pascal.
3 Despite not knowing if the programs installed will last, Pascal has been doing great. Clara will then ask if you want to talk to Pascal.
4 After talking with Pascal, they will give you a Flower Made From Scrap Iron. The quest will end here.

so, if you side with svarog, you will also get the iron rose but instead of getting it from pascal, the shells pascal was in will develop emotion program and the next day clara will message you saying they left a gift at the same location in rivet town
