You can get Shields by completing missions and opening chests in Jarilo-VI.

Old Weapon Testing Ground Hidden Quests

Mission	Location
First Things First	1. Talk to the Mysterious Stranger who is checking out the posters. 2. Teleport out and then go back to talk to her again at the Aetherium Wars Player Terminal. 3. Teleport out and go back in once more to talk to her for the last time at the left of the Aetherium Wars Player Terminal.
Don't Try This at Home	Destroy the barrel near the elevator and defeat the Senior Staff - Team Leader to collect 20 Shields.

You can collect Shields after doing some hidden quests in the Old Weapon Testing Ground in Jarilo VI. These hidden quests can only be accessed after completing Final Showdown! Intergalactic Celebration!
