Welt's E2 actually triggers the same way the Swordplay Lightcone does, each individual hit on a Skill/Basic Attack/Ult generates 4 energy. Thus, his Skill can generate up to bonus 12 energy.

I don't think his A6 passive applies to teammates damage based off the description. Also as a note his EHR doesn't need to be as high anymore as of 1.1 as higher level enemies have lost a significant amount of EFR.
There are certain speed breakpoints in the game that lets you do more actions for a total set amount of turns, which is important in MoC. Thats why a lot of support and DPS are recommended Speed over stacking ATK%. Remove all of his gear, you'll see his base speed stat
Something seems off with your data. My Welt has 109 speed points, but his relics only give 6 points. I multi checked it. If my math skills don't suck his base speed must be 103.
I feel scamed by this guide. I synthetiziesed a feet piece with Speed stat, not knowing his old one had Attack. He was already pretty quick thanks to substats and I was proud of the damage he dealt. If I give him the new piece although his recent one only is 4* I will decrease his damage by a decent amount.
Making Effect Hit % the main stat on the body piece feels suboptimal to me. His base chance gets fairly decent with trace levels, and Effect Hit subs can bring it to 100% or so close that it’s not very dependent on RNG. You sacrifice a lot of damage potential wasting the body stat like that. He just doesn’t need it to function in his optimal role once you’ve reached late game.
Welt ended his suffering to be playable in his other game (that game prohibited male playable char to be exist, except Adam XD), and now he's playable
