APAS is a Network of 4000 Souls

APAS 4000

After successfully connecting the entire continent of Australia to the chiral network, the President reveals to Sam that the whole of APAS is, in fact, a convergence of 4000 souls who all shared one Beach after perishing together in a voidout.

They had been controlling the gazers and were responsible for bringing Higgs back, believing that Sam and all the others would be more motivated to work together against a common threat.

APAS's Immortality Through Death

APAS contracted Sam to connect the continents with the Qpid so they can control the world of the living from their Beach through the chiral network. Their ultimate goal is to restrict humanity's movements, preventing their adaptation to the Death Stranding—a phenomenon the President explained as a catalyst for evolution through extinction.

APAS aims for all humans to become entities of the dead, forever existing on the Beach, a state they consider immortality. In this state, they intend to oversee the world and the evolution of species, which is why they seek to prevent voidouts.

However, they don't succeed because Die-Hardman anticipated their plan and, with Lockne's help, altered the Q-Pid's functionality.

Higgs Wants to Trigger the Last Stranding

After Fragile defeated Higgs in Death Stranding 1, he was left to wander for 'tens of thousands of years'. APAS then brought him back to serve their agenda.

However, Higgs, in turn, used APAS to further his own plan for the extinction of everything and to take revenge against Sam and Fragile. He meets his end when the giant baby Lou chews him up.

Fragile has been Dead all Along

It turns out Fragile is actually the one who dies during the attack on Sam's shelter. While Lou transported them into the space between life and death, Fragile had already sustained a fatal shot. She was, in essence, already dead in that other realm and remained at Lou's side.

However, due to time dilation, the full impact of her death in the physical world was delayed. It wasn't until her arrival at the Beach of APAS 4000 that her memories of dying resurfaced, and her death finally caught up to her.

Tomorrow is Lou, Sam's Daughter

Lou Alive

Tomorrow is confirmed to be Lou, Sam's daughter, a revelation made through the memory of Neil and Fragile. Lucy had asked Neil to pretend to be the baby's father to protect it from experimentation. However, both Lucy and Neil died, leading to the baby being sealed as BB-28.

When Lou transported herself and Fragile into the realm that seemed like a Beach, she remained there, protected by Fragile and the other souls, as time passed. Due to time dilation, her physical growth was accelerated, meaning only her body matured while her mind remained that of a child.

Tomorrow Ending

In the game's final minutes, Tomorrow wears a porter suit and full gear in front of a plate gate. This opens the possibility of a sequel with Tomorrow as a playable character.

However, this remains pure speculation, as Kojima has made no official announcements about expanding the game further.
