Battle Skeleton Lv1 can be unlocked after connecting Western Environmental Observatory to the Q-pid. This can be achieved after you complete Order No. 010.
Battle Skeleton Lv2 can be unlocked after reaching Level 3 Connection with Western Environmental Observatory.
Battle Skeleton Lv3 can be unlocked after reaching Level 4 Connection with Western Environmental Observatory.
