In the released trailers for Death Stranding 2: On the Beach, Lucy (Alissa Jung) is introduced alongside Neil (Luca Marinelli). She wears an ID badge identifying her as an employee of Bridges when she talks to Neil about his smuggling activities.

Given the timeline of the game as shown in the Story So Far trailer, it would seem that the events that occur between Lucy and Neil occur before or near the start of Death Stranding 2 seeing as Bridges is still functioning as an organization.
