The Pizza Chef is arrived at during the main order, Order No. 024. Simply progress through the main story to reach this shelter.
The Pizza Chef's Shelter can be found to the east of the Northern Environmental Observatory.

Live Fire Mode
After connecting The Pizza Chef to the Chiral Network, he sends you a message on the Social Strand Service, detailing a secret code for "free pizza".
If you open up your weapon wheel by holding down right, and then holding L2 + R2 + ◯ at the same time, you will unlock Live Fire Mode, which allows you to kill enemies with lethal rounds.

After meeting The Pizza Chef face to face, you will unlock the Rubber Pizza, a throwable weapon, as well as a Firmware Update, which allows you to perform a new melee attack called The Great Spinning Pizza Strike.
