You will need to gather enough resources to have the Tracklayer extend the Monorail tracks. These resources are Chiral Crystals, Resins, and Special Alloys. Once you put in the requisite amount of materials, the Tracklayer will automatically build roads for you.
You can use vehicles to transport larger amounts of resources to lessen repeated trips back and forth.
Playing online will make it much easier to fill up the required materials, as they can help contribute to your materials. Likewise, the materials you spend will also help others players online.

You can first use the Monorail during Order No. 013. You will need to deliver materials to the Mine North of F1, restore the mine, then extract more materials to bring back via the newly opened Monorail.
