| 1 |  Your objective is to rescue the Dowser's friend from a group of Armed Survivalists. For this order, we recommend bringing a Pickup Off-Roader to transport the hostage, a PCC to build a Watchtower, and weapons of your choice to deal with enemies. |
| 2 |  When you're ready, head east toward the mine. Just before you're cut off from the chiral network, use the PCC to build a Watchtower and scan the mine for enemies. |
| 3 |  You can then choose to either sneak in and rescue the Dowser's friend or shoot your way through the Armed Survivalists. There's a tunnel in the southeast that you can use to get closer to the hostage. ▶ Sneaking Guide |
| 4 |  The Dowser's friend is located in a small building southeast of the mine. Interact with the body to place it in a body bag and carry it on your back. If you're using the Pickup Off-Roader, the body will be placed in the passenger seat. |
| 5 |  Once you've rescured the Dowser's friend, head northeast past the mine and drive up the mountains. Avoid rocky terrain to prevent the body from getting injured. |
| 6 |  Proceed to The Dowser and interact with the Terminal to complete the order. |
Order No. 021 Unlockables
PCC Lv2 and Boost Skeleton
Completing Order No. 021 - Rescue the Dowser's Friend from the Armed Survivalists will unlock the PCC Lv2, an upgraded version of the PCC that allows you to build larger structures, including the new Zip-Line. You will also unlock the Boost Skeleton, an active skeleton designed for maneuverability.
