There are two Policies that can increase your Resource Capacity: Commodities and Metropole. You can equip them when you unlock them and swap them out for other policies.

Some Civics unlock Resource Capacity by studying their unique civics. Unlike policies, these will be applied once you unlock them.

Some Wonders can raise the Resource Capacity of the settlement they are built in. Make sure to build one of these if you are rushing an economic headstart.

Certain buildings can increased the resource slots of a settlement. This means that your towns can utilize more of the resources around them.

Camels are the only resource that can boost your Resource Capacity. It gives 2 new resource slots to its assigned City. Get one by claiming its tile into your settlement's borders.
As of writing, Amina is the only Leader that gives a resource slot. She provides a +1 Resource Capacity in Cities, while also giving +1 Gold to each Resource assigned to them.
