You can get Codices from Technology Masteries and the Literacy Civic, constructing Nalanda, and Narrative Choices in Civilization VII (Civ 7). Here are all the ways to get a Codex and use it!

Most of the Codices are obtained by researching Masteries in the Tech Tree. You'll get a total of 7 Codices from the Antiquity Age Tech Tree.

Another Codex can be obtained by studying Literacy in the Civics Tree. This is the only Civic that gives a Codex.

Studying Literacy also unlocks Nalanda as a buildable Wonder. This Wonder gives one Codex when built and has 2 Codex slots.

If you've already done the first three sources of Codices, you should have nine Codices by now. The last Codex needed for the Golden Age Science Legacy Path must be obtained from one of the Narrative Events that randomly triggers at the start of each turn.
One example of such Narratives is the "A Story To Tell", which gives you 1 Codex if you choose "One must write every day to improve".
Take note that Narrative Events cannot be triggered at will and it is possible that you won't get 10 Codices before the Antiquity Age ends if you ignored the Codex rewards from the Narrative Events. Make sure to get at least one to three Codices from Narratives to secure the Golden Age milestone!
A Codex can also be obtained by befriending a Science Independent Power and becoming its Suzerain once it turns into a City-State. However, the rest of the Suzerain bonuses are better than a single Codex, so only grab the Codex as a last resort for the Golden Age milestone.
How to Interact With Independent Powers

Each Codex grants bonus Science per turn when displayed on a building with a Codex slot. You start with the Palace where you can slot 1 Codex. Later on, you can construct standard Science buildings, the Libraries and Academies, and Nalanda to add more Codex slots.
To display a Codex, open the Great Works screen (vase icon) on the left part of screen or use the Radial Menu. Click a Codex from the Archive section and slot it to a building with an empty slot to display it and receive its effects on that settlement.
