You Cannot Change City Names

Civ 7 - Default Names

Unlike previous Civ games, players are unable to customize the names of their cities. City names depend on which Civilization a player chooses at the start of each Age. City Names are unique to each Civilization and are based on real-life cities of these Civs.

The developers of Civ 7 has announced in a recent post on Steam that they will be adding many player-requested features such as name customization for cities so keep on the lookout for that update!
