Civ 7 When to Incorporate City-States
Incorporate a City-State after taking its military units in Civilization VII (Civ 7). Read on to learn other things to consider when incorporating a City-State in this guide.

Incorporate After Obtaining the City-State's Military Units

Levy Unit

You can start incorporating your City-State once you have levied all of its existing military units on the map. You will need to spend a certain amount of Influence to do this but this lets you permanently take control of its military units.

Incorporating a City-State without levying its military units causes you to lose access to them in the process.

Incorporate When Not in a War with Another Leader

Make sure you are in good standing with other Leaders in the game as incorporating your City-State takes turns to do so. In addition, a newly incorporated City-State may be an easy target for a Leader that has declared war on you.

Incorporate If You Need to Expand Your Civ

Incorporate City-State

Incorporating a City-State costs a lot of Influence and takes several turns to complete but this is another option to expand your civ if you do not have any Settlers that you can build or purchase at the moment.

Note that incorporating a City-State adds to the number of settlements that you can have to your civilization. Make sure not to go over the settlement limit to prevent from getting debuffs that come with it.

Research Civics and Technologies to Expand Settlement Limit

You can research specific civics and technologies to increase your settlement limit. Civics such as Entertainment and Organized Military and technologies such as Irrigation increase your settlement limit by 1 point.
