Towns are settlements in Civilization VII (Civ 7) that can help a connected City grow and have Town Specializations. Learn more about Towns, all the Town Specializations to choose from, and how to convert them to Cities in this guide!
List of Contents

In Civilization 7, Settlers build Towns instead of Cities when you found settlements with them. Unlike previous installments of Civilization, Towns are a new mechanic added to the game that changes up how settling cities work.

A Town can be converted to a City by using Gold. Converting gives the settlement access to the use of Production to create units and buildings. The cost of converting Towns to Cities increases with the number of Cities you own and decreases with the Town size.
Should You Convert a Town Into a City?

Towns are not able to use Production to create units and buildings. Instead, you'll have to use Gold when you want to produce units and buildings in Towns.
Until they are converted into Cities, Towns are restricted to units and buildings, and you won't be able to purchase Projects and Wonders with Gold.

With no access to Production, Towns instead convert all the Production yields directly into Gold. You can then use Gold to improve the Town's infrastructure and improve yields or to develop other settlements.

Towns will still count towards the settlement limit even before they turn into cities. Be careful not to go overboard in building a lot of them to maintain Happiness in your empire!

Once a town reaches 7 population, you'll be able to choose a specialization for them to gain various bonuses sucg as having increased healing on tiles or increased Food yield.

You can specialize towns through the Focus Menu accessible when you click on a Town.
All Towns are Growing Towns by default and clicking on this cell will open all available specializations. Take note that selecting a specialization will lock the town for the rest of the Age making it a strategic decision you have to consider.
