The most basic way to gain more Railroad Tycoon Points is by allocating more Factory Resources to your Settlements. You'll need to build Factories first to do this so make sure to prioritize researching Mass Production if you're aiming for an Economic Victory.
As a note, your Settlements will need to have a Port or Rail Station built first before you can build a Factory. If you don't see the option to build one, then you should double-check if you already have a Port or Rail Station first.
Why Can't You Build a Factory?

Since each Settlement has a limited amount of Resource Slots, you'll want to have Towns specialize as a Factory Town to make purchasing a Factory cheaper while also adding one extra Resource Slot for you to use.
This is only available in Towns that have an improved Factory Resource, so make sure you've expanded to claim them before assigning the Town's specialization.

If your Town isn't connected to the rest of the empire, you won't be able to assign Resources outside of the Settlement to the Factory. If this happens, use a Merchant to manually build a road to a Settlement and connect the Town to the rest of your Civilization.

There's a chance that you may run into a problem opposite to the previous point in which you don't have enough Factory Resources to fill out your Factory Slots. In this scenario, you'll want to create new Settlements so you can expand and claim new Factory Resource tiles.

America's Unique Civilian Unit, the Prospector, can claim Resource Tiles outside of your Settlements. This is incredibly powerful since you'll no longer need to start new Settlements just to claim Factory Resources you need.

If you don't want to start new Settlements to gain more Factory Resources, you can start a Trade Route with another Civilization instead. Just make sure that you create Trade Routes with Settlements that have as many Factory Resources as possible.
How to Send and Make Trade Routes

To maximize your Resource allocations, you'll want to assign multiple copies of the same Factory Resource to the Settlement that's producing that Resource type. This way, you can get more Railroad Tycoon Points without needing to settle a ton of Towns.

Railroad Tycoon Points are gained per Factory Resource assigned to a Settlement and are used to unlock milestones along the Economic Legacy Path in the Modern Age.
To unlock the Economic Victory condition, you'll need a total of 500 Railroad Tycoon Points so make sure that you have as many Factory Resources slotted into your empire as possible.
