Rural Districts and Urban Districts in Civilization VII (Civ 7) can increase the natural yield on a tile and add a yield for each improvement, respectively. Read on to learn how to use these new Districts to upgrade your settlements!

When starting your capital or a new town, focus on improving your tiles, especially ones with high yield for food and production. This will allow your new settlement to grow faster.

When you improve a tile, your settlement's borders will grow one tile outward.
This is crucial at the start of the game because you can secure a resource before another civilzation takes it.
You can also expand your borders to take control of mountain tiles and other difficult terrain. These tiles will defend you from potential sieges.

When you improve a tile with a resource on it, not only will you increase its yield, but you can assign it to your capital and towns for more buffs.
Make sure to prioritize resources that match your civ's strengths or your leader's abilities.

If you put a building on a tile, you it will remove its yield. When choosing where to build next, focus on tiles that have a below-average yield.

A warehouse is an ageless building that gives one yield for a specific Rural District improvement/s. It is important to have at least one that can boost the most abundant yield a settlement is producing.
Check which improvements your settlement has before committing to a warehouse. It may be better to stack another building in an Urban District that support your capital's progression like ones that boost science or culture.

Since you can put two buildings in one Urban District Tile, it's recommended to group ones that give bonuses for the same adjacent tile.
For example, a monument and a villa have a +1 Adjacency Bonus in Mountainous Terrain for their respective yields. You should place them in an Urban District next to mountains.

When you are planning to build a Wonder or have found a Natural Wonder, you should surround it with buildings after it has been built. Most buildings give an extra yield for each adjacent Wonder.

When gain another point in population, you can to place a Specialist in an Urban District.
Each one will provide a +2 bonus to Science and Culture and a +0.5 bonus to Adjacency Bonus of the District. However, they will consume 2 Food and 2 Happiness.
This is perfect for civs who need more science and culture yield without prioritizing further expansion. They are also necessary for maximizing the bonus yield on each tile.

If you have a building unique to a civ, consider putting two in an Urban District. This will grant a huge bonus for their yield.
However, this depends on your overall strategy. It may be better to spread them out across your settlements.
