Confucius is really strong when it comes to clinching a Science Victory with a flat +2 bonus to Science from Specialists and a passive +25% Growth Rate. This makes it easier for Confucius to stack up Specialists and build up Science rapidly throughout all the ages.

Confucius may also go for an Economic Victory since he unlocks both the Ming and Qing Civs in the Exploration and Modern Age, economic powerhouses of their time. The extra Science bonus from Specialists will also be essential for any victory you go for.

With the +25% bonus to growth rate in all Cities, Confucius can easily make massive cities while also getting enough population for Specialists. However, don't go past your Settlement Limit since you'll need the Happiness for Specialists.
Since Towns can't have Specialists, try to convert as much of your towns into cities when you have the gold for it.

Specialists are your best friends when playing as Confucius, you'll mainly be playing around them to skyrocket your Science yields. Make full use of this by assigning Specialists in all your cities as long as you can keep up on Food and Happiness.
Assign Specialists to the Urban Districts that will grant the highest amount of yields to get the most out of them. This is also really important when going for the Exploration Age Science Legacy Path. However, Specialists will always grant the Science bonus which means you can also be flexible depending on what you need.

Specialists require Food and Happiness to maintain so be sure to build the appropriate buildings in all of your cities to keep up with the needs. You may also use towns to supply food to your main cities and keep them growing.

Confucius does not offer any combat bonuses and will have trouble keeping up with Happiness during war to maintain Specialists. Try your best to be friendly with other Civs through Influence and Diplomacy.

The Mementos you unlock from progressing Confucius' levels are tailored perfectly for him. Use Brush & Scroll and The Analects memento to greatly improve the rate at which you acquire Specialists and the Science yields from them. You may also use other mementos depending on the type of victory you want to go for.
