Charlemagne, Trung Trac, and Xerxes, King of Kings, are the Best Leaders for a Military Victory, with Lafayette being another viable option in Civilization VII (Civ 7)! Here's a list of the best Military Victory Civs and their advantages over other Leaders.

Charlemagne as a leader is very strong once he enters a Celebration, which he can do often thanks to his Military and Science buildings giving happiness when adjacent to Quarters.
Try to use Civilizations that have Unique Cavalry Units, such as the Mauryans or Normans, so you can synergize with the +5 Combat Bonus you get during Celebrations.

While he is not listed as a Militaristic Leader, Lafayette's Unique Ability grants his units Combat Strength for every active Tradition in your Government. Since Traditions carry over after every Age, this bonus will continue to scale even in the late game.
Lafayette pairs well with Civilizations, like Rome or Norman, whose Unique Units gain increased Combat Strength depending on how many Traditions you have slotted in.

Commanders are the most important military unit in the game since their upgrades carry over between ages, and Trung Trac excels at levelling them up. The first Army Commander you get will also gain 3 free promotions, making you much stronger during early wars.
Whenever you are choosing which Civilizations to use with her, pick ones that play heavily around Commanders, like the Persians and Mongols for example. This way you can stack your bonuses and create a formidable army.

Xerxes, King of Kings, likes to invade enemy territories and conquer cities for increased Gold gains. In turn, the increased income allows him to flexibly use his money to either purchase units or improve settlements by buying infrastructure.
Because Xerxes can gain a lot of Gold from capturing enemy settlements, you'll want to use Economic Civs, like Persia or Songhai, to further increase the Gold gains he gets.
