Incite Raid by spending Influence on Independent Powers to attack other settlements in Civilization VII (Civ 7). Learn how to incite a raid here and see all its benefits in this guide.

To start, select an Independent Power or settlement on your map. If you don’t know their locations, use a scout to find and interact with them.
It’s also recommended to target a hostile settlement to shift their focus away from your territories and onto your chosen leaders.
How to Interact With Independent People
Once you find their bases, click on them to see the available actions. You can either befriend them to remove hostilities or select Incite Raid to make them attack other civilizations. Choose Incite Raid to proceed.
After clicking Incite Raid, you'll see a list of all the leaders you've met who can be targeted. Select your desired leader, spend 30 Influence, and you should notice a change in the behavior of the Independent Powers on the next turn.
Leaders List and All Abilities
Incite Raid shifts the focus of hostile Independent Powers away from your settlements. Though temporary, it's a great way to prevent attacks, and you only need to spend a small amount of Influence to redirect them to other settlements.
If you're at war with another civilization, Incite Raid can help you gain additional military forces for a few turns. However, keep in mind that they are not fully allied with you, and you may need to spend another turn to influence them if you want them to continue attacking.
