List of Contents

One way to get Migrants is by playing as Harriet Tubman. Reaching Leader Level 2 with her will unlock the Lantern Memento. The memento causes a Migrant to spawn in the Capital whenever an Espionage diplomatic action is completed without detection.

Some narrative events can also help you spawn Migrants in your settlements. Keep an eye on these to increase your chances of getting more.

You can also get Migrants from certain Crisis Policies. These policies become available at the end of each age, such as Miasma, which grants two Migrants when selected.

In the Modern Age, the Statue of Liberty is a man-made wonder exclusive to the American civilization that allows you to spawn Migrants.
The Statue of Liberty can be unlocked by advancing the American Civics. As the last entry in the Civics tree, it can be unlocked quickly since there are only a few prerequisites.
Some Discoveries can also spawn Migrants in your settlement. Discoveries are random camps and tents that your units can interact with to gain bonuses, one of which can be Migrants.

To use Migrants, simply send them to any available settlement of your choice. Make sure they enter your territory, as they won’t settle even if they’re just a tile away.

Once they're inside, click the Resettle button and choose any available tile. The Migrants will occupy this tile for free, increasing your population afterward.

Migrants are civilian units that seek to settle in any of your available cities or towns. Not only will they increase your population, but they also help you save on tile costs by immediately establishing a new district.
Any tile that Migrants occupy will become a rural district tile, allowing you to instantly boost your population without waiting for your settlements to grow next turns. Given this, it's also best to choose tiles with resources if available to gain more of them.
