Converting a rural tile to an urban tile can also boost its yield, as this allows you to construct more buildings and eventually add specialists.
How to Use Rural and Urban Districts

You can maximize a tile's yield by meeting adjacency bonuses for buildings established within it. You can check the adjacency bonuses of each building in the settlement or build menu.

After placing two different buildings on a tile, you can then add specialists later on to further boost its yield. For each tile, you can only add a max of two.

When entering new ages, make sure to overbuild buildings to improve their yields. For example, upgrading an Academy to a University further maximizes science yields.

There are several policies you can select to boost yields. When available, be sure to focus on those that help improve tiles to their max yields.
