Convert a Town into a City to use its production score to spend on buildings and units in Civilization VII (Civ 7). Read on to learn when to build more cities and things to consider when converting a Town into a City.

The best time to build more cities is if you have an existing town has high enough production score that you wish to use to produce buildings and units.
Having a City allows you to have more yields from buildings, resource capacity from Gold buildings, and additional Codex slots for Science and Culture buildings. You can also build more Wonders if you are aiming for a Culture Victory.
Not all Towns have to be converted into a City once it reaches enough population growth. They can be used as a support system for your civilization as everything that it produces converts into Gold.
In addition, you can change a Town's Focus to provide bonuses. For example, changing the Town's Focus into a Fort Town allows units situated in that town to heal faster.
Another reason for keep a Town is that there's less micromanagement needed unlike in a City. You do not have to choose a Production constantly for a Town and less maintenance for buildings and specialists.
This comes in handy especially when you are at war with another Leader, as the extra costs for these buildings and military units can pile up and may lead to your civilization losing Gold in the process.
