Interactions with Independent People


To unlock the ability to interact with Independent People, you must discover their village on the map. Undiscovered Independent People can be found in the Leaders screen but interactions with them are locked until you find their village.

Befriend Independent

Befriend Independent
Befriending Independent People uses 85 Influence and turns the village into a City-State with you as its Suzerain. It takes at least 10 turns (in online game speed) for the village to become a City-State, although you can spend more Influence to speed up the process.

Multiple Leaders can choose to befriend the same Independent People. Whoever is able to befriend them the soonest will become their Suzerain.

Incite a Raid to Another Civilization

Incite a Raid to Another Civilization
You can also incite Independent People to raid another Civilization. Choosing this option lets you choose a nearby Civilization for the Independent People to target at the cost of 30 Influence and lasts for 1 turn.

Attack and Disperse Their Village

If you wish to eradicate Independent People, you can command your army to go their base and choose the Disperse command to permanently remove them from the game. This is the best option to choose when dealing with hostile Independent People if you do not have enough Influence to befriend them.

Interactions with City-States

After befriending a village, it will turn into a City-State and unlocks new interactions. You also gain the ability to form alliance and declare war with them, similar to Leaders.

Promote Growth

Choosing Promote Growth allows the City-State to generate additional 15 Food per turn and lasts for 5 turns.

Bolster Military

Bolster Military

Bolster Military lets you generate a Military Unit in the City-State for 60 Influence. This is useful if you need to place a Miliarty Unit immediately in the City-State to defend it from hostile villages or civilizations.

Levy Unit

Levy Unit

Choosing Levy Unit lets you spend a certain amount of Influence to control a unit from the City-State. Selecting the Target button opens another window where you can choose which unit to control and the number of Influece you need to spend.

Incorporate

Incorporate

The Incorporate command converts the City-State into a new Town of your Civiilzation. This costs 240 Influence and lasts for 5 turns.

Note that incorporating a City-State adds to the number of settlements that you can have to your civilization. Make sure not to go over the settlement limit to prevent from getting debuffs that come with it.

How to Interact With Independent People

Interact from the Leaders Screen

The best way to interact with Independent People is through the Leaders screen. Click your Leader portrait or use the Radial Menu to open the Leaders screen and navigate to the tab with the heart symbol to view all the Independents and City-States.

Select an Independent or City-State from the menu to open a new window where you can interact with them. Interactions with Independents use Influence, the same currency you use to interact with other Leaders.

You can also interact with Independent People by clicking their village on the map. This shows the same window from the Leaders screen. Note that this is the less intuitive option as you will need to find their village first on the map.
