An Urban District gets added Science and Culture from Specialists as their base effect, which makes them crucial in boosting the yields of a single tile, especially in the late game where you'll eventually run out of tiles to expand to.
Equipping the Brush & Scroll Memento increases the frequency of Growth Events with the first 5 Specialists placed in each city, allowing you to populate them quickly and place even more Specialists to add Science in Urban Districts.
