You can buy Septenary Heartfire Pill from Xu Dog's store for 1260 Will after defeating Tiger Vanguard and opening the hatch in Crouching Tiger Temple, Temple Entrance. Proceed forward until you reach the Cellar shrine where you can encounter Xu Dog hiding in a pot.
The Septenary Heartfire Pill formula can be obtained in the Bishui Cave secret area, specifically near Purge Pit shrine.
Jump to the ledge near the shrine. The chest containing the formula should be there.
