Rusty-Gold Cart can be encountered at the Field of Fire, Cooling Slope area of Chapter 5.
From the shrine, jump across the lava and go forward until a cutscene plays and shows the Rusty-Gold Cart boss. The encounter begins once the cutscene ends.

Equip the Fireproof Mantle to get fire resistance and worry less about the damage when getting hit by mechanics.
Utilize Spells and Stagger the Boss
Utilize spells like Cloud Step, A Pluck of Many, and Immobilize to your advantage and keep stringing combos to stagger the boss.
Having Red Tides equipped for this fight is also viable and helpful, so make sure to equip these spells!
Fill Up the Staff Gauge
Make sure to also fill up the Staff gauge to execute powerful finishers to deal huge amounts of damage and win the fight.
Use Thrust Stance to Safely Stagger the Boss
If you use charged Heavy Attacks in Smash Stance to stagger the Rusty-Gold Cart, you will likely be interrupted by its attacks. Instead switch to Thrust Stance to stagger the Boss as its quicker and allows you to use charged Heavy Attacks from range.
