Mother of Flamlings can be found at Field of Fire, Fallen Furnace Crater area of Chapter 5.
Four flame ores are required to summon the boss, so take down flame worms around the area to get them.
Go to the boss's location and interact with the glowing spot to summon Mother of Flamlings and start the encounter.

Once the flamlings appear, the boss goes untargettable and digs down. Take down all flamlings to make the boss appear again.
Immobilize the boss to stop aggression. Utilize staff combos to fill up the Staff gauge and execute powerful finishers to win the fight.
