When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
The best IVs for Kliff are +Spd and -Atk. A +Spd IV will help him in scoring follow-up attacks and help him avoid follow-up attacks from enemies. This impoves his overall viability as his offense and defense improves. Since his weapon triggers more easily with a lower Atk stat, it is best if you take it as a bane.
You can also go for neutral IVs on Kliff if you do not want to take a bane in Atk.
We recommend a +Spd IV when merging Kliff to 10. With this IV at +10 merges, he will reach 44 Spd. This not only helps him score more folllow-up attacks, but it also improves his ability to soak up attacks from enemies.

This is a super expensive build for Kliff that maximizes his defenses to make sure Sagittae's efffect activates. If you can't go for Close Reversal, Distant Counter would suffice, but if you still can't afford that, just go for his default Fort. Def/Res 3. Def Smoke 3 can substitute for Fatal Smoke 3. The Seal slot is flexible, but since lowering his Atk is somewhat beneficial, Fort. Def/Res 2 makes for a good option.

This build takes advantage of refined Sagittae to still inflict damage despite Kliff's low Atk and preference for lowering his Atk to trigger Sagittae. This allows Kliff to focus on defensive skills to function as a tank.

Kliff's refined Sagittae changes the weapon effect by adding extra true damage equal to 15% of the foe's Atk. This makes him perfect for busting down tanks and high Atk units.
Among the refine options, the special effect refine is the strongest. It gives Kliff +4 to all stats and applies a Guard effect to the foe.
These effects are better than the other refine options, so we recommend the special effect refine for Sagittae.

Kliff is a ranged magic attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Res stat.
Sagittae, Kliff's weapon, has a rather odd trigger requirement. If Kliff's Atk stat is significantly lower than the enemy's Atk stat, he gains +5 Atk/Spd/Def/Res. It will be very hard and sometimes impossible to trigger Sagittae's effect in certain situations, but if it does kick-in, Kliff will enjoy a huge power-up!
Fort. Def/Res 3 grants Gatrie a massive +6 Def/Res buff. The downside to this is a -2 Atk penalty. This is not much of a draw back as Kliff's Sagittae capitalizes on a lower Atk stat!
If Sagittae activates, Kliff enjoys a net bonus of +3 Atk +5 Spd +11 Def +11 Res. This makes him a highly durable character if the situation favors Sagittae's trigger conditions.
Chill Spd 3 inflicts -7 Spd on the fastest enemy unit. This is very important, as it makes one of the most powerful offensive enemy units in the map less likely to execute follow-up attacks. Take note that the effect is applied at the start of every turn and it wears of after the units' next action! This means that if the enemy receives a refresh-assist skill, Chill Spd 3 will wear off the next action. This potentially allows the unit to score follow-up attacks on your team.
Another quirk of Chill Spd 3 is that it affects the enemy unit regardless of where Kliff is. It only lasts until the affected units' next action so the Spd debuff will not be present if the enemy receives a refresher-assist skill.
As mentioned, Sagittae's trigger conditions quite odd. It is also hard to meet as there are limited ways to lower an allied units' Atk stat. You may find yourself failing to trigger Sagittae most of the time.
However, in competitive game modes such as the Arena or even Aether Raids, the Atk stat of most units will be within ridiculous levels. It can be said that in situations where the bonuses from Sagittae is badly needed, you will find it very easy to activate because said situations involve very powerful enemies.
