You can initially find Graverobber Blige at the Shrine of Storms. To get to his location, go down the hole and break the wall, which will open a path to the prison where he is being held. You need to free him first before he can sell you items.
After freeing Graverobber Blige from his cell, he will appear in the passage near the Adjudicator Archstone.

You need to get the Copper Key in order to unlock Graverobber Blige's cell. To get the key, go to the passage near the first fog door and you will see a staircase. Head downstairs and you will see the key hanging in the stairs.
