You can initially find Graverobber Blige at the Shrine of Storms. To get to his location, go down the hole and break the wall, which will open a path to the prison where he is being held. You need to free him first before he can sell you items.

After freeing Graverobber Blige from his cell, he will appear in the passage near the Adjudicator Archstone.
