Happy Happy will not be available unless Tension is high, so before that point it will be greyed out and not available. Once Tension gets high enough, use it to fill the Party Gauge.

What Does Tension Do?
This is generally a great Art that is useful in several builds, so we recommend setting it and leveling it up. This Art is one of Riki's better Arts, and if you have extra AP, you can't go wrong spending it on this one.
