Start Reef (Evening) at Research Level 1. Look for the two Drifblim near the Wailord and throw Illumina Orbs at it.
Wait for the two Pokemon to gather together. Take a photo of one of them inflating its head to complete the request.

Around Wailord, there are 2 closest Drfiblims. Hit both with Illumina orbs and keep them lit at the same time. The one on the left will approach the other one and they start communicating. He will then gets bigger which is what you want.
