There is no way Celebi isn't post game content. I have seen videos of Celebi appearing (all post game streams/vods) and they aren't appearing for me at all when i enter the final area. Unless there is some other condition to trigger the appearance it isn't happening.

Yes 4 Celebi then play music and take the picture of 4 of them laughing at you should fulfill the request

Just getting a picture of the group is not sufficient, you need to play your music just as the sitting Celebi is fully standing up. If you time it right they will all react to the music together and getting a photo of that will fulfill the quest.

Hit celebi with an orb when she floats near the bewear at the last area. She will teleport under the tree that you travel through. Throw an apple on the ground near the pile under the tree and she will eat it, throw an orb at her while she eats. Once out from under the tree she will be sitting on the ruins to the left. Throw an orb at her and she will look up. Look up with her and you’ll see three more celebi, they will fly down to the one on the pillar and then fly off together.
