Ok so if you managed to get the Pidgeotto to cross paths with the Taillow after they have made there U-Turn they will swerve left instead of right and end up on the sign. Do not take a photo of them until after they have landed on the sign.
I don't remember how but I somehow got two Taillow to fly on the left side of the sign. So there were three Taillow on the sign. It was early on and I didn't have the flute yet.
You can obtain a 3 star photo by playing music for the Taillow on the sign before the flower beds and snapping it while it dances, and 4 stars by taking a picture of the flying Taillow over Bidoof's dam, to cause them to change direction. They will then land next to a Wurmple, which will spray poison at one of them if you throw an Illumina Orb at it. Capture it being sprayed for 4 stars!
