Never Forget Her Flame is great for Support Nihility characters who need and scale with Break Effect. The Break DMG boost is also nice to have since it's unconditional and is a good damage boost for the Break DPS.
Never Forget Her Flame provides The Dahlia with a lot of Break Effect, the main stat that her Yet Another Funeral Bonus Ability scales with. This increases the Break Effect given to her allies since it scales with her own Break Effect.
The Light Cone also allows The Dahlia to increase her and a teammate's Break DMG, which allows her to support her team's DMG even further. Keep in mind that the DPS should have the highest Break Effect in the team to get the Break DMG buff.
Never Forget Her Flame is great for Support Nihility characters who need Break Effect and want to boost their team's Break DMG. If the character doesn't need a Break Effect, then other Nihility Light Cones would be a better fit for them.
