Past Confined and Caged in Revelry can only be encountered during the Trailblaze Mission, Everything that Rises Must Converge, which was released in Version 2.2.
Everything that Rises Must Converge Mission
Past Confined and Caged uses Shackle-Bearing Messenger, which puts it into a Charge state. When a character attacks it during this state, it gets locked onto as well.
In its next action, it will use Desmios Evangelion which deals massive Physical DMG to all targets it locked onto. To reduce the damage from this on a single character, attack it with multiple characters so the damage gets distributed.
Alternatively, you can also inflict Weakness Break on it when it is in the Charge state. Characters who can increase Break Efficiency such as Ruan Mei are helpful for this.
