>>4 I'd say It's not great. Frozen doesn't inflict DoT, so really you would be missing out on the two last effects. Generally speaking, Pela benefits most from Effect Hit Rate. I personally have her equipped with Before The Tutorial Mission Starts, and Good Night And Sleep Well works pretty nicely too, boosting her overall damage considering her Def reduction debuffs. If you don't have either, I think the 3 star Void would be the next best thing. Best of luck and have fun building her!

Some say this LC is bad yet my F2P Kafka don't think so. Kafka along with Tingyun Ultimate make this LC way too effective + with Kafka Bonus Skill of Energy Regen whenever a Shock kills an Enemy. Using this LC with bunch of near dead enemies will make Kafka semi-spam Ultimate as long as the Shocks kills the enemies.

Is it good to use it on Pela?

Should I give it to Kafka or sampo?
