To Rot or to Burn can be unlocked once you reach Trailblaze Level 18 or above and have completed Lying in Rust mission.

To Rot or to Burn Walkthrough

	Quest Walkthrough
1	Find the guide arranged by Wildfire who initially appears to be Hook but turns out to be Sampo.
2	Attempt to open the gate to Svarog's base.
3	Collect Level 1, 2, and 3 Certification. See the full guide here!
4	Open the gate to Svarog's base and the second gate.
5	A cutscene will start where a robot will inform you that you need Clara's permission to get in.
6	Head back to Rivet Town and look for Clara.
7	Defeat the Blaze Out of Space to save Clara then talk to her about seeing Svarog.
8	Catch up with Clara and talk to her again.
9	Repair the Magflow Link of the Device!
10	Talk to Clara again and finally convince her to let you talk with Svarog.
11	Negotiate with Svarog. Note that whatever dialogue choices you make, it will end up with you trying to defeat him.
12	Defeat Svarog. See the full guide here!
13	Find out the truth from Svarog.
14	After finding out the truth, talk to Natasha. Then, finish the conversation to complete the quest!

Focus on Destroying the Toughness

When you face off against Svarog, you must focus in getting his toughness meter down as much as possible. That is why you must bring characters who use the elements he has weakness for.

Destroy the Auxiliary Robot Arm

One of your allies will be taken by his Auxilliary Robot Arm, you must focus on destroying its toughness to release your ally or else you won't be able to heal them or apply any shields or buffs!

Bring a Healer with You

To sustain your team, you must bring Natasha or an alternate healer to keep fighting Svarog as long as possible.
