Long Wait for the Blade's Edge can be unlocked once you reach Trailblaze Level 7 or above and have completed The Eighth and Final Rule mission.

Quest Walkthrough
1 After interrogating Sampo at the end of the Eighth and Final Rule mission, follow him down the steps to look for Joshua, his Wildfire associate.
2 Listen to Sampo explain what Geomarrow is before following him to the next destination.
3 Old Oleg, the leader of Wildfire, will also be missing once you arrive at road leading to the Furnace Core. Listen to Sampo's explanation of what it is before moving on.
4 Finally, follow Sampo up the steps to the upper level of Boulder Town. This will trigger a cutscene between Bronya, Seele, and some vagrants.
5 Once the cutscene ends, the next mission, Ones Fallen Into the Abyss, will trigger. However, do note that you will first need to reach Trailblaze Level 14 to start this next mission.
