Make the World Clamor charges the wearer's energy at the start of a battle. It also increases the wearer's Ultimate DMG.
Make the World Clamor is basically an upgraded version of Data Bank, so it is a good Light Cone for characters whose Ultimate is a main source of their damage.
Is Make the World Clamor Worth It?
Good Backup Light Cone
If you pulled Make the World Clamor, you can use it temporarily for Erudition characters like Argenti and Serval. For F2P players, The Seriousness of Breakfast or The Day The Cosmos Fell are a much better choice and can easily be superimposed since you can buy copies of them from the Forgotten Hall's Light Cone Manifest Store!
