In Research Level 3 of River (Day), you can spot a Drilbur on the shore to the left as you pass the glowing cave. Wait until the Drilbur walks up to the shore and take a photo of it before it waves at you. Capturing the photo as it waves will not result in a 1-Star.

In Research Level 3 of River (Day), you can spot a Drilbur on the shore to the left as you pass the glowing cave. Throw a Fluffruit at the Drilbur to make it flinch and capture a photo to get a 2-Star.

At the start of River (Day) at Research Level 3, you can spot an Arbok to your left. After it submerges into the water, a bunch of bubbles will appear where it sank. Toss an Illumina Orb at the bubbles to make it come back up and scan to make it jump onto the shore.
After jumping onto the shore, a bunch of Drilbur will pop out of the ground. Take a photo of any of the Drilbur as they pop up.

Start River (Day) at Research Level 3 and pass through the area with the sleeping Swampert and Quagsire. Look for the Crystabloom on the right and throw an Illumina Orb at it. Wait for the two Toucannons to arrive on your left and play the Melody.
After playing the Melody, two Drilburs will emerge from the ground to strike a pose. Zoom in and take a photo of one of the Drilburs striking a pose in midair to obtain its 4 Star Photo.

To get a 4 star photo of Drilbur, you have to complete the ‘Drilbur Propeller’ request! Image should be of the Drilbur shooting out of the wall, with the photo caption ‘Fwoosh!’.

There are MULTIPLE 4 STAR photo opportunities and all other stars. For all pokemon. But if you want to complete requests then Drilbur Propeller it is.
