Beach (Night) Walkthrough: List of Pokemon and How to Unlock
In order to clear A Casual Gesture, you need to head to the Northern part of the stage, so don't take the branching path whenever it appears.

A Seviper will apporoach the Octillery. This will scare Octillery and cause it to flinch, so wait for that.

As soon as the Octillery flinches, throw an Illumina Orb at the nearby Crystalbloom. After doing this, Octillery will shoot ink out to shoot the Seviper away.

After the Seviper leaves, Octillery will walk forward, and then scratch its head. Zoom in advance to get the photo at the right time (the burst function is useful if you have unlocked it). A photo of Octillery scratching its head will complete the request.

Clearing this request will reward you with the Rita (Smiling) Profile Icon.

Correction, it's next to a Sandyghast, not a Sunfisk. And I think its if you dont throw a flufffruit at either of them, which would trigger the setup for the 'Fins Aflutter' request. The Neo-One will get stuck on Sandyghast, and there is a chance Octillery will scratch its head before they move out of the way.

I just discovered this for myself. The Seviper wasn't showing up on the rock with Octillery. I was taking pictures of Sandyghast at the final stretch of the beach and Octillery just happened to scratch his head!
