To capture the best 1 Star photo of Joltik, you need to take the alternate route in the Cave Illumina Spot. As you enter the alternate route, you can spot a Joltik clinging onto a gem at the far end of the tunnel. Wait until you are very close to Joltik before taking the photo. Taking a photo of Joltik before this point will not result in a 1 Star and will scare it away. Use the sample photo above to gauge the proper distance.

You can take a 2 Star photo of Joltik in the same spot as its 1 Star photo. However, you need to take the photo while you are still a good distance away from Joltik. Taking the photo too close to the Pokemon will not result in a 2 Star. Use the sample photo above to gauge the proper distance.

In Cave, once you enter the cavern after the open area with the waterfall, look to the right and scan to find 2 Joltik crawling about rock near the spiky wall. Every time you scan, the Joltik will change position on the rock. Keep scanning until the Joltik end up on the ledge. There, they will scratch their heads. Snap a photo of Joltik scratching its head to get the 3 star photo!

For a 4 Star photo of Joltik, go to the Cave course research-level 3 and take the second alternate path, which is inside the Giant Crystals area. Upon entering the last part of the course, look to the far left and you'll find yellow spikes on the ground.
Lure Joltik to go near the spikes by throwing a Fluffruit. Once Joltik is on the spikes, it will start to spark. Take a close-up shot of Joltik in the electrical spikes to achieve 4 Star Diamond.
