Funnily enough the steps described below are outlined in the What’s up with Wurmple guide.
Thank you! I was trying this for like 10 runs and couldn't work out what i was doing wrong. You have to take a picture of the Taillow needed for the whats up with wurmple request. Before they change direction they'll do a little stop in mid air, which is when you take the picture.
This solution is totally wrong. You have to get the Taillow at the very end where the bridge and the Tangrowth are. You have to look at the Taillow flying after the Dodrio leave , they will fly around you and at one point, one of them will stop and look at you, opening it's mouth, that the moment to take the photo to confirm this request.
