To take a 1 Star photo of Pikachu, all you need to do is to take a close-up shot of a standing Pikachu. You can visit any levels where Pikachu appears. But one of the easiest ways to take 1 Star photo is at the Research Camp.
Start the course near the Research Lab and you'll find Pikachu going towards the grass near the porch. Once you get closer to Pikachu, take a close-up shot of it in a calm pose to achieve 1 Star Diamond.

Taking a 2 Star photo of Pikachu is similar to 1 Star. Once you get closer to Pikachu, hit it with a Fluffruit. Make sure to zoom in on your camera while throwing a Fluffruit to get the perfect shot and achieve a 2 Star Diamond.

To take a 3 Star photo of Pikachu, throw some Fluffruits near Pikachu and lure it to go near the Neo-One. When Pikachu gets closer, it will run and play on top of Neo-One. Throw an Illumina Orb at it and wait till it poses like it is falling. Zoom in on your camera and capture that moment to achieve 3 Star Diamond.

For a 4 Star photo of Pikachu, repeat the steps on how to get 3 Stars and wait for it to spread its arms. Take a close-up shot of Pikachu spreading its arms or doing a cool pose to achieve 4 Star Diamond.

These guides could really be more detailed on what routes, research levels and post game appearances as well as getting hidden Pokémon to appear. I cannot get pikachu riding a mantine to appear and the only thing i can think of is it possibly being post game content for the reef level.
