She is underwhelming as a 5* and I say that as a Himeko fan since HI3, at the very least her talent needs to be reworked, it's way too slow and unreliable to proc.
Equip Sagacity light cone and she will buff more 48% attack after her Ultimate, one of the best starter base attack buff light cones on Himeko.
