Shipwright Merchant for crafting and buying ships.
Blacksmith Sells Cannons and other ship weapons.
Refiner Refines your raw materials for crafting.
Carpenter Vendor for tools, repair kits, and ship furniture.

Shipwright

Skull and Bones - Shipwright
Shipwrights are responsible for your ship building and repairs. Early in the story the shipwright in Sainte-Anne will task you to gather materials in order to build your first ship!

Blacksmith

We can assume that the Blacksmith is responsible for crafting or selling weapons in Skull and Bones. Since there is no land combat shown, it's safe to assume that the blacksmith focuses on cannons and other ship weapons.
