The fastest way to get Restoration Kits is to buy them from vendors using Silver. They're quite easy to obtain since Most settlements and outposts have vendors that carry Restoration Kits in stock.
Note that shop items have a stock limit; after you buy all the stock from a vendor, you'll have to wait for them to restock. Also, Restoration Kits will not be available for purchase yet until you reach Freebooter I Infamy.
There are different ways to earn money fast, depending on how much you've progressed. In general, selling unnecessary items is a good idea if you quickly need the Silver to buy some Restoration Kits.

The materials for Restoration Kits are all simple Scrap Materials that are extremely common to find. You'll often find them floating around the sea, and you're guaranteed to find them by salvaging shipwrecks with a Crowbar.
When sailing around, make sure to not ignore these shipwrecks and floating scrap so you have materials to craft Scrap Materials. You can craft repair kits at the Carpenter, but you'll need the blueprints first.
You can buy the blueprints at Kaa Mangrove, but it should be easier to get them by completing the main contract, Unwelcome Aboard.
